OBD-II Readiness Monitors: What They Are and Why HHO Owners Must Understand Them

June 13, 2025 · 6 min read

OBD-II readiness monitors determine whether your vehicle will pass emissions inspection. HHO and EFIE installations can affect which monitors complete and which remain incomplete.

What Are Readiness Monitors?

OBD-II systems include self-diagnostic routines called readiness monitors that test specific emissions-related systems during normal driving. When an emissions inspector connects to your OBD port, they check that all required monitors have run and completed without faults. Monitors that are "not ready" (incomplete) cause an automatic failure in most states.

Key Monitors for HHO Owners

  • Catalyst Monitor: Tests that the catalytic converter is efficiently converting emissions. Requires specific drive cycle completion. An EFIE causing lean codes can delay this monitor.
  • O2 Sensor Monitor: Tests that O2 sensors switch correctly within normal time limits. A malfunctioning EFIE that causes erratic O2 signals can prevent this monitor from completing.
  • Fuel System Monitor: Evaluates long-term fuel trim stability. Excessive EFIE adjustment causing LTFT beyond ±20% prevents this monitor from completing.

When Monitors Reset

Readiness monitors reset whenever ECU battery power is interrupted (battery disconnect) or when diagnostic trouble codes are cleared with a scanner. After reset, the vehicle must complete a drive cycle that exercises each system before monitors will run again.

The HHO Owner's Drive Cycle

After installing HHO and EFIE, or after clearing codes: drive at least 20 minutes including highway cruise, several moderate accelerations, and some city stop-and-go. Most monitors complete within 1–2 complete drive cycles. Plan ahead — don't schedule your emissions inspection the day after making EFIE adjustments.
